The City of Järvenpää rents a parcel of land in Rantapuisto for a catering business and applies for an operator through a negotiated procedure. The selected operator will be responsible for the construction of the pavilion building and any other parts of the activity, as well as for its service provision.

Background

Järvenpää Beach Park is a green gateway to Järvenpää city centre. In 2018, a development programme was launched to make Rantapuisto a common living room for the residents of Järvenpää on the shores of Lake Tuusulanjärvi.

As part of the development, the city wants to revitalise and diversify the park's activities and services. The City of Järvenpää is looking for an operator to implement a catering service in the heart of the Rantapuisto. The operator must be responsible for both the physical structures and the catering activities.

Region

The leased area is located at the northern end of the Beach Park, near the Beach Park pier area. The land area is 150 m2 in size, with the possibility of a permanent building with customer seating. All activities on the land must remain within these boundaries. The pavilion building must comply with the building regulations.

For rent

The rental period is 20 years. The fixed annual rental price is determined by the general price level in the area. An indicative rental agreement is attached (Annex 1).

Access, waste management, music, etc.

Electricity and water connections (Annex 2) are located on the site and the operator pays the current price for them, based on actual use.

The operator is obliged to take care of its own waste management and to keep the rented area clean. Adequate toilet facilities must be provided as part of the concept, as dimensioned.

Music and other event activities should take into account the existing noise regulations and restrictions in the area.

Parking

Parking on the site is provided as part of the public parking in the Beach Park area, and the operator is not obliged to provide its own parking. The leased area can be serviced, but no long-term parking is allowed in the immediate vicinity of the site.

Implementation of the Pavilion
  • The city hopes that the pavilion will be open for customers in 2023.
  • The pavilion must be environmentally and neighbourhood friendly.
  • The pavilion should be an elegant building that fits in with its surroundings, the overall appearance of the area and the cityscape.
  • The soil and foundation structures allow for the siting of a permanent building on the site.
  • Negotiations will focus on quality implementation, taking into account sustainability and sustainable solutions.
  • The pavilion must have unobstructed access.
  • The pavilion must serve catering products, including food and beverages, in line with the concept.

The operator is required to be financially sound for a long-term cooperation agreement. The selected operator will be responsible for all foundation and construction costs.

In addition to the proposed concept, the restaurant business can be developed throughout the contract period to meet demand and future restaurant trends, but this must be done in agreement with the City of Järvenpää.

The target number of client places must be sufficient to ensure the conditions for long-term operation. In addition to the indoor facilities, there may also be outdoor facilities, but these must remain within the rented area.

The aim is for the pavilion to operate all year round.

The operator must commit to the implementation of the concept for the entire duration of the lease. The service production may not be fully subcontracted to another operator or directly outsourced.

Selection of the supplier by negotiated procedure

All interested operators should contact Heidi Torvinen, Tourism Manager of the City of Järvenpää, to book a meeting. At the meeting, the operator should present the service concept and its operating method, as well as the construction plan and timetable.

All interested actors will be interviewed. The contract with the selected operator will be approved by the City Council.
